It's *sometimes* not their fault, but other times it really is. Poor budgeting and over-promising program costs can often lead to poor back-end curfuffles, when some good, old-fashioned honesty could easily stretch dollars towards indirect/admin expenses. This is a standard nonprofit scarcity cycle we keep ourselves in.
