I have some agreeable-but-contrarian thoughts about this. Here's my take:

If an organization has decided that virtual/video meetings are what they are doing, I don't think there's anything wrong with requesting that people be present with their cameras on. In the same way, I believe you'd find it strange (or ineffective) to hold an in-person meeting while people were sitting there on their phones or otherwise "not present."

To me, the more prudent question is whether the meetings are of great value to begin with. For instance, if you're fatigued and zonked and simply being on the Zoom meeting is going to be an extra level of stress, then don't join the Zoom meeting — as managers, we need to welcome that reality and encourage people to #TakeTheBreak when they need to.

My point is more about "meeting culture" than it is about the bent of any particular meeting. So I suppose I'm agreeing with you, with a little asterisk :)
