For a book that just came out last year, it’s been a while is a glorious stretch of time, ha! But yes, he writes about the slow beginnings of this during and after WWII. I even serendipitously borrowed (stole?) some of his language re: rights/privileges (p. 375). You’ve also reminded me I never finished this gargantuan book — now that’s my year-end reading task :)
